Reed Wills, Chief Executive Officer

Reed brings over 35 years of expertise in the independent power industry, specializing in project development, acquisition and project finance. Reed has led multiple independent power teams, most recently as a co-founder of SunEast Development. SunEast led the development of 800 MW of solar projects that have been built or expect to commence construction over the next twelve months.

Reed held leadership positions at Duke Energy Renewables and NRG, where he managed teams responsible for developing, financing and managing both renewable and thermal energy assets. He led financing and development of six industrial combined heat and power projects totaling 500 MW. Reed also led the acquisition of 1,000 MW of utility power plants from Delmarva Power and 1,600 MW of utility assets from Southern California Edison.

David Ross, Chief Development Officer

Dave brings over 30 years of experience in the independent power industry specializing in site development, interconnection, project finance, as well as strategic assessment of markets. Dave has served as an officer of SunEast Development for the past eight years.

Before joining SunEast, he held the position of Manager of Business Development at Exelon, where he led development efforts for utility-scale electric generation projects, supported corporate acquisitions, and was a member of the Board of Directors for FutureGen. Prior to Exelon Dave was a key team member of teams at NRG Energy and the Sythe Energy team that acquired over 7,000 MW of projects in the Northeastern U.S.

Anthony Cirillo, Senior Vice President

Anthony has over 35 years of project development and major project engineering-procurement-construction (EPC) experience in the electric power generation industry, and which spans the spectrum of solid, liquid, renewable, and gaseous fuels. Prior to joining Chesco Energy, Anthony held numerous senior management positions at several national EPC firms, including those within AECOM legacy acquisitions such as Washington Group International, United Engineers & Constructors, and Ebasco, where he was responsible for the development and execution of both independent power projects and large, electric utility power projects totaling over $2.5 billion. Anthony also brings significant development experience, through his prior affiliations with NRG and SunEast, in the fossil-fuel and renewables power sectors, respectively. Anthony is a licensed professional engineer in the states of New Jersey, Pennsylvania, Virginia, West Virginia, Michigan, Rhode Island, Florida and Maryland.

Dave Hazel, Land and Permitting Manager

Dave brings over 15 years of renewable energy project and construction management experience. Dave leads a team of land origination professionals that is assisting Chesco Energy in identifying qualified sites. Dave will also coordinate and lead the permitting of projects with channel partner Energy Renewal Partners.

Jack Carpenter, Executive Director, Accounting

Jack brings over 30 years of experience in accounting, corporate finance and financial planning and analysis. In addition to managing the company's accounting, Jack also manages the our insurance portfolio and is responsible for invoicing and cash management.

Senior Consultants

Steve Meehan – a licensed professional engineer with more than 35 years of experience in power plant engineering, operations, and fuel procurement/utilization. He also has more than 15 years of experience in power project development.

Dave Palumbo – former senior manager of NRG’s world-wide construction program, Dave oversaw construction of over 5,000 MW of facilities using various technologies, including natural gas, coal and hydro-electric plants.

Kevin Foley – a seasoned industry veteran with extensive gas turbine operating experience. Kevin held senior management positions at United American Energy and Morris Energy.

Consulting firm with over fifteen years of experience permitting/diligencing thermal power plants. Extensive experience with land use permitting and redevelopment of natural gas, renewable energy and coal sites.

Osman Environmental Solutions

Led by Fred Osman with over fifty years of experience inside regulatory agencies and consulting, successfully securing air permits for natural gas plants, biomass and waste coal plants and oil-fired units.
