Reed Wills, Chief Executive Officer
Reed is a seasoned power and energy industry executive with more than 25 years of experience in the development, financing, acquisition, and management of power generation assets and energy infrastructure projects.
As Chief Executive Officer of Chesco Energy, Reed leads the development of multiple natural gas-fired generation projects in central and northern Indiana. His background combines expertise in project finance, strategic planning, project development as well as a successful $40M capital raise.
Prior to creating and financing new development businesses, Reed worked for major utility subsidiaries leading the development and finance teams. Notable “firsts” in his career include the development and financing of the Grays Ferry Project, one of the first merchant natural gas-fired power plants in the United States and co-founding a successful joint venture that acquired more than 4,000 MW of utility generation assets during the opening of the California Independent System Operator (CAISO) market.
Complementing his professional experience are a Master of Science from the University of Pennsylvania's Energy Center Program and a Bachelor of Arts in Geography from Temple University.
David Ross, Chief Development Officer
David is an accomplished energy industry executive with extensive experience developing, financing, acquiring, divesting, and operating power generation assets. His unique and comprehensive commercial experience is based on a strong fundamental understanding of the electric power industry that is grounded in deep analytical capabilities and hands-on experience in market fundamentals, dispatch analysis, financial modeling, due diligence, and engineering to support billions of dollars in acquisitions, development efforts and financings.
David's experience encompasses the spectrum of technologies from fossil-fired plants, to renewables, and including energy storage. He held various positions for large utilities, IPP companies and consultant firms.
Complementing this industry experience are a Master of Business Administration from Villanova University, a Bachelor of Science in Mechanical Engineering from Pennsylvania State University, and registration as a Professional Engineer.
Anthony Cirillo, Senior Vice President
Anthony is a seasoned power and energy industry executive with extensive experience developing, acquiring, engineering, constructing, and managing the operation of power generation assets. His background combines technical expertise, commercial acumen, and strategic development leadership across power generation, transmission, and energy and related infrastructure projects. He has successfully developed and executed strategies to capitalize on business opportunities in evolving power and energy landscapes while supporting complex capital investments and operational initiatives.
His experience spans domestic and international markets and includes conventional, nuclear, renewable, and emerging energy technologies. Anthony has demonstrated strong and effective capabilities in business development, asset acquisition, operations management, and the execution of large-scale, strategic capital initiatives.
Complementing his business and technical industry experience are an MBA in Operations Management from Rutgers University, a B.S. in Mechanical Engineering from Drexel University, and Professional Engineer registrations in multiple states, along with recognition as an author and speaker with 75+ leading-edge publications and industry-conference presentations on energy, power projects, and technologies.
